6 Statement of Purpose In 1, the Hawaiian Canoe Racing Association (HCRA) reorganized its members into geographical areas. The Oʻahu Hawaiian Canoe Racing Association (OHCRA) was one of these newly formed members. The others included Kauaʻi, Maui, Molokaʻi and Hawaiʻi. A second Oʻahu association - Nā ʻOhana O Nā Hui Waʻa - is also a member of HCRA. As set forth in the OHCRA By-Laws the purposes of OHCRA are: To maintain and perpetuate Hawaiian culture through the promotion of Hawaiian water sports; To teach, train, instruct and expose children, men and women in the ancient art, craft and history of Hawaiian canoeing; To provide means and facilities for activities tending to foster the development and maintenance of strong and healthy minds, bodies and spirits among all people; To provide opportunities for the interaction and communion of people in the interest of mental and social well-being; To promote international canoe racing competition. In the pursuit of these purposes, OHCRA is organized to promote competitive inter-club, interisland, and international Hawaiian canoe racing, and in so doing to teach, educate and preserve the art and culture of Hawaiian canoeing. 7 Statement of Rules These racing rules are an accumulation of rules which had their beginnings in 10 when HCRA was first formed. These rules are in furtherance of the purposes of OHCRA and are changed or modified annually as needed. OHCRA race rules may be changed or modified only at the annual OHCRA meeting prior to the coming racing season. The Molokaʻi Hoe race rules can be amended prior to the 1 st regular season regatta. These rules govern the procedure and practice of OHCRA clubs during regattas and sanctioned long distance races. They are intended to promote good sportsmanship and set the standards for competitive canoe racing. These OHCRA Race Rules can be accessed online in a secured format. Rules cannot cover every situation. These rules cover the major areas where problems have arisen in the past. Whenever situations come up that are not covered, in the course of deliberating new rules or modifications to the old, consideration must be given to the following: What are we trying to avoid or promote? Would most people agree the rule is fair? Does the rule apply equally to large and small clubs? Is the rule clear and easily understood? Does the rule generally help or hinder our purpose of canoe racing? Does any proposed penalty match the seriousness of the violation? OHCRA 01 Race Rules vi

8 Code of Ethics We are all responsible to promote good sportsmanship and fair play in the activities in which we engage. This means observance of these race rules as well as generally accepted rules of behavior and all governmental laws. Paddlers are required to avoid situations where a canoe is deliberately rammed, where there is deliberate interference with another crew, and situations where assaults and abusive language are used. Coaches are required to support and help enforce these race rules and to avoid any circumvention of these rules. Officials and officers are required to do their best to be fair and not biased in their decisions and in carrying out their duties. Any club members that are found drinking at our events will result in the entire club being asked to leave the event and will no longer be eligible to compete for that day s events. 10 Committees A. Race Rules Committee The purpose of the Race Rules Committee is to propose, modify and review the race rules for OHCRA. OHCRA race rules may be changed or modified only at the annual meeting prior to the upcoming racing season. B. Race Committee The OHCRA Race Committee is composed of designated members of the Race Rules Committee. The purpose of the Race Committee is to investigate infractions and/or violations of the race rules on race day. Decisions of the Race Committee will be as a singular vote from the committee as a whole. The results of their findings will be submitted to the Race Director only and will be final. 11 OHCRA Membership Any qualified canoe club on the island of Oʻahu is eligible for membership in OHCRA. Article III of the OHCRA By-Laws as amended by the Board of Directors in 11 is the governing document for association membership. OHCRA membership is limited to no more than 0 clubs, including inactive clubs. 12 ARTICLE I: Types of Races OHCRA distinguishes between races conducted by OHCRA and its member clubs (regattas, distance races or special event races), and races conducted by other organizations. A. Sanctioned Races 1. A sanctioned race is one that has been approved by the Board of Directors of OHCRA, is on the approved schedule of the Preseason, Regatta Season, Distance Season, Post Season schedules and follows the race rules contained herein.. Sanctioned races are governed by the OHCRA Race Director.. The sponsor of sanctioned races may invite guest competitors to participate in OHCRA-sanctioned long distance and special event races only, provided that OHCRA has approved such invitations. OHCRA-approved guest competitors are not subject to OHCRA paddler registration fees.. A non-ohcra member may request to sponsor a sanctioned race with the approval of the OHCRA Board of Directors. Such a non-ohcra member should understand that if OHCRA approves and sanctions the race, it will be conducted and governed by OHCRA officials and under OHCRA rules. B. Other Long Distance or Special Event Races OHCRA member clubs may participate in long distance or special event races other than OHCRA sanctioned races described above provided that: 1. Such races are open invitation to all OHCRA member clubs.. The long distance or special event race that the OHCRA member club desires to enter does not detract from an OHCRA sanctioned race. By this is meant that by an OHCRA member club's participating in a non-ohcra race (and therefore not in an OHCRA sanctioned race) there would be a significant lessening of the quality of the OHCRA sanctioned race competition.. If, in the opinion of the OHCRA Race Director or the sponsor of the affected OHCRA-sanctioned race there would be a significant lessening of the quality of the competition, then either the OHCRA Race Director or the OHCRA race sponsor may petition the OHCRA Board of Directors for a hearing and a decision on whether or not OHCRA member clubs may participate in this other race. 13 C. Racing Seasons The calendar year is divided into racing seasons. Preseason, Regatta Season, Distance Season, and Post Season. 1. The preseason is defined as races commencing on and from the first day of the calendar year and runs up to the first race of the regatta season of the same calendar year.. The regatta season is defined as starting with the first scheduled regatta of each calendar year and runs through the HCRA State Championship on the first Saturday in August of the same calendar year.. The distance season is defined as starting with the first race after the HCRA State Championship and runs through the Molokaʻi Hoe race in October of the same calendar year.. The post season is defined as races commencing after the Molokaʻi Hoe through the final day of the same calendar year. OHCRA 01 Race Rules

15 B. Divisions 1. There will be three () divisions for regatta races AAA, "AA" and "A". a. Division AAA will include clubs with twenty-seven () or more crews. b. Division "AA" will include clubs with fourteen (1) but no more than twenty-six () crews. c. Division "A" will include clubs with thirteen (1) crews or less.. Clubs must declare their division for each regatta at the drawing of lanes.. Crew tabulation for divisional purposes are for point events only. C. Scoring of Races Place Points First Second Third Fourth Fifth Sixth 1 D. Awards 1. Team trophies must be given to clubs at each regatta: a. AAA Division, for teams placing First, Second and Third. b. "AA" Division, for teams placing First, Second and Third. c. "A" Division, for teams placing First, Second and Third.. Individual awards will be given to crews placing First, Second and Third in each race.. The character and type of awards will be established by the Board of Directors.. 16 ARTICLE III: Classification A. Classifications 1. Senior Open to any male or female who is 1 years of age and older on race day. The Senior events are OPEN events. A paddler who paddles in one other event except any mixed or s race is also eligible to paddle in the Senior event. Participating in the Senior event in no way changes the classification of the paddler.. Junior Open to any male or female.. Sophomore Open to any male or female.. Freshmen Open to any male or female.. 1 Years & Under Open to any male or female who is 1 on January 1 st of the racing season.. 1 Years & Under Open to any male or female who is 1 on January 1 st of the racing season.. 1 Years & Under Open to any male or female who has not paddled in a Freshman, Sophomore or Junior race, and who is 1 on January 1 st of the racing season.. Keiki Open Open to any male or female who qualifies for the 1 Years & Under and lower age group classifications and who is not participating in any other event during the regatta. A paddler may participate with a club other than the one they are registered with at the discretion of the race director. There can be heats for this race and if a club has canoes they may enter crews. If there are heats, both heats will proceed to the starting area together. After the 1 st heat has started the nd heat will line up on the starting line. A paddler who is under years of age on the day of the race, shall wear an approved life vest. OHCRA 01 Race Rules

17 Years & Under Open to any male or female who has not paddled in a Freshmen, Sophomore or Junior race, and who is 1 on January 1 st of the racing season.. 1 Years & Under Open to any male or female who has not paddled in a Freshmen, Sophomore or Junior race, and who is 1 on January 1 st of the racing season.. 1 Years & Under Open to any male or female who has not paddled in a Freshmen, Sophomore or Junior race, and who is 1 on January 1 st of the racing season. 1. Novice A Open to any male or female who has not paddled in a 1 Years & Under, 1 Years & Under, 1 Years & Under, Freshmen, Sophomore or Junior race. A paddler may compete in this classification for two years after moving up from Novice B or three years if they have never competed in Novice B. (See Article III.B.. - Novice Status and Classification.) 1. Novice B Open to any male or female who has never paddled in any organized competitive person outrigger canoe race in any prior calendar year. This includes HCRA member distance races, Nā ʻŌpio Canoe Races, O.I.A. Canoe Races, I.L.H. Canoe Races, and any out of state organized canoe races. A person may compete as a Novice B after having competed in the preseason races of the same year. A person may compete as a Novice B for only one year. A paddler who participates in any high school season for their 1 st season prior to the OHCRA regatta season of the same year may classify as a Novice B. (See Article III.B.. - Novice Status and Classification.) 1. Novice Mixed B Not a classified event. Open to any male or female ( male / female) who is classified as a Novice B paddler and who is not paddling in any other event in the same regatta. 1. Boys & Girls Mixed 1 Years & Under Not a classified event. Open to any boy or girl ( boy/ girl crew) who has not paddled in a Freshmen, Sophomore, or Junior race, and who is 1 on January 1 st of the racing season. A paddler may not paddle in any other event in the same regatta. 1. Men/Women Fours Not a classified event. Open to any male or female who is not paddling in any other event in the same regatta. 18 Men & Women Mixed Not a classified event. Open to any male or female ( man/ woman crew) who is not paddling in any other event in the same regatta. 1. Men & Women Mixed 0 and over Not a classified event. Open to any male or female 0 years or older ( male / female) who is not paddling in any other event in the same regatta. 1. Men & Women 0 and over Not a classified event. Open to any male or female 0 years or older who is not paddling in any other event in the same regatta except the Senior race. 0. Men & Women 0 and over Not a classified event. Open to any male or female 0 years or older who is not paddling in any other event in the same regatta except the Senior race. 1. Men & Women Mixed and over Not a classified event. Open to any male or female years or older ( male / female) who is not paddling in any other even in the same regatta.. 19 B. Conditions of Classification 1. Identification Birth certificate verification is required for identification purposes.. Definition of Classes of Events (ref. Article II. A.) a. A classified event is one that is ranked either by youth age, novice or ablility. During the regatta a paddler may step-up in classification for their nd race of the day. b. An unclassified event is one that is not ranked and a paddler who participates in these events cannot participate in any other classified or unclassified event. c. An open event is one that anyone by gender may enter for their nd event of the regatta except those who participate in any of the unclassified mixed events or s events during the same regatta and who is 1 years of age and older on race day.. Step-ups a. For purposes of definition, Novice B Men/Women will be considered the lowest classification of equal equivalence, followed by the Girls/Boys 1 Years & Under, Girls/Boys 1 Years & Under, Girls/Boys 1 Years & Under, Novice A Men/Women, Boys/Girls 1 Years & Under, Boys/Girls 1 Years & Under, Girls/Boys 1 Years & Under, Freshmen, Sophomore and Junior. If a paddler participates in a Freshmen or Sophomore race and steps-up to a higher classification for their nd race of the regatta, the paddler will remain at the higher classification for the remainder of the OHCRA regatta season. b. On race day, providing all conditions as specified in registration procedures have been met, a paddler may move up in classification. The paddler's name must be submitted on entry OHCRA Form 00 with the paddler's previous classification and noted as "step up". c. A paddler may participate in a maximum of races per regatta. 20 Age Group Participation 1 s thru 1 s - Regattas/State Championship a. Paddlers in age group classifications may paddle in a higher age classification during the regatta season, and the state championship. An age group paddler will not be able to step-up to a classification higher than 1 Years & Under if the paddler intends to return to age group classifications. A paddler classified as a 1 Years & Under or 1 Years & Under may participate in either a 1 s, 1 s, Freshmen, Sophomore, or Junior race from week to week. But if a paddler classified as a 1 s or 1 s steps-up to a higher classification for their nd race of the regatta, the paddler will remain at the higher classification for the remainder of the OHCRA regatta season. The padder may return to their lowest classification the following season. b. A paddler classified in an age group classification can race once in his or her classification or higher age classification from race to race. But once he or she steps-up to a higher age classification for their second race of the regatta they will remain at that higher classification for the remainder of the OHCRA season. At the State Championship an age group paddler who was classified or stepped-up to a older age group during the OHCRA season may be reclassified to his / her lowest classification. c. The following regatta season, he/she is reclassified and may move back down to a younger classification as long as he/she meets the age requirements. d. A youth aged qualifiying paddler 1 s-1 s, transferring from another association who has participated in a Freshmen, Sophomore or Junior race at the state championship may reclassify to the lowest youth age classification the paddlers age will allow at OHCRA.. Novice Status and Classification a. A paddler may be classified Novice for a maximum of three () years. This may be one (1) year as a Novice B and two () years as Novice A, or three () years as Novice A. A novice B paddler that steps-up to Novice A during their Novice B season is considered 1 st year Novice with () Novice A seasons remaining. If a Novice A paddler moves to a higher classification he or she will not be able to return to Novice A for any subsequent regatta. b. The Board of Directors may waive the three () year novice eligibility rule upon petition to permit physically fit, challenged paddlers the opportunity to continue to participate at the novice level. OHCRA shall keep track of physically fit, challenged paddlers that have been approved to continue indefinitely at the Novice A level. OHCRA 01 Race Rules

21 c. Former paddlers from the 1 Years & Under, 1 Years & Under, 1 Years & Under, 1 Years & Under, 1 Years & Under, 1 Years & Under or Novice categories who have not paddled for a minimum of five () years in any regatta or long distance race, and who have never paddled in any Freshmen, Sophomore, or Junior classified event, may petition the Race Director in writing at the time of registration of the paddler with the last year participated, for determination of eligibility to return to paddling as a Novice A. If approved, the former paddler may be classified Novice A up to a maximum of two () years. d. Paddlers in either novice classification may move up to a higher classification. A paddler officially registered with OHCRA as a Novice B or A who does not participate in any race during the regatta season will retain that year of novice eligibility for the subsequent season. A paddler officially registered with OHCRA as a Novice B and who participates in distance season races, preseason races or post season races only will use up a year of novice eligibility for each year they race. 22 ARTICLE IV: Eligibility A. Clubs Any member club of OHCRA in good standing, which has complied with the registration procedures prescribed by the Race Director, will be eligible to compete in regattas sponsored by or sanctioned by this Association. B. Paddlers A male or female paddler who is a member of a recognized OHCRA member club is eligible to participate, subject to the classification (Article III) and registration procedures. 23 ARTICLE V: Transfers and Releases A. Intent 1. A paddler with no present club affiliation will be considered a member of the first club he or she seeks application to.. A paddler, already a member of a club, who seeks membership in another club and in so doing files an application for membership, transfer or any other form of intent before participation in a sanctioned regatta in that season, will be deemed a member of the club of intent upon the securing of his or her release from the parent club.. Where a transferee files a form of intent to another club but is financially indebted to his or her parent club, the club of intent may accept the paddler's financial responsibility and therefore secure his or her transfer.. The club of intent will be responsible for sighting any and all infractions, and will call said infractions to the attention of the Race Director at the race site through regular protest procedures. B. Transfers 1. Eligibility for Transfer a. A paddler registered with a member club during the racing season who has not paddled competitively in any race or regatta for that club, and is not financially indebted to same, is eligible for transfer or release during the remainder of that racing season. b. A paddler who has paddled competitively during a regatta season for a club, will not be eligible for a transfer or release during the remainder of that regatta season. A paddler who has paddled competitively during a distance season for a club, will not be eligible for a transfer or release during the remainder of that distance season. c. Special cases of hardship due to geographical location on islands other than O`ahu may be requested by the individual paddler to the Race Director for approval.. Paddler in Debt Financially and/or Withholding Property No paddler will be eligible for transfer and release if he or she is in debt financially to and/or withholding property of a member club, in which case the parent club must be able to submit convincing evidence thereof to the Race Director.. Submission of Transfer and Release a. All transfers and releases must be submitted to the Race Director upon the official forms adopted by the Board of Directors of OHCRA. OHCRA 01 Race Rules 1

24 b. The forms must be signed by the individual paddler and the authorized club representative as recorded with OHCRA as legally authorized to sign and grant said transfer and release. c. In order for a transfer and release of an eligible paddler to become effective at a particular race or regatta, the form for the transfer and release must be submitted to the Race Director upon registration for the particular race or regatta. d. OHCRA will respect the classification of other associations that a transferred paddler has participated in. A paddler transferring from another HCRA club who has participated in a Sophomore or Junior race of their club s association will be classified a sophomore at OHCRA. e. The receiving club is responsible for verification of highest classification raced and which races the paddler is eligible to participate in.. Review of Transfer and Release by the Race Director The Race Director, upon receiving a transfer and release form, will first note the date of the receipt on the form and expeditiously process the form.. Paddler Declared "Free Agent" A paddler who has not participated for a club with whom he or she is registered for an entire racing season will, at his or her request, be declared a "free Agent" even without approval of the authorized club representative, provided he or she is not in violation of Section B.. above: - Financial Indebtedness.. Inactive Transfer and Release In the case of a paddler whose club is no longer active, the Race Director and the Race Rules Committee will rule on each case. The paddler and the club of intent must petition the Race Director and the Race Rules Committee for release.. HCRA Transfer If a paddler has paddled with any HCRA member club in the previous regatta or distance racing seasons, a transfer must be submitted to the Race Director no later than the date of the lane drawing for the particular regatta or the official registration of the particular distance race and must be approved by race day.. Transfers for Distance Race Participation Refer to Section A. of Article XVI: Preseason, Distance Season, Post Season Race Rules. OHCRA 01 Race Rules 1

25 ARTICLE VI: Receipt of Entries and Drawing of Lanes A. Time and Place 1. The Race Director will designate the place, time and date for the receipt of entries and drawing of lanes. The Race Director may make a change if proper notice is given to all concerned, or may assign someone else to conduct the lane drawing in his or her place.. The lane drawing schedule will be submitted to the Board of Directors no later than the regular meeting just prior to the first lane drawing. (the May OHCRA Board meeting). A club which is unable to attend the drawing of lanes at the time and date set may submit its entries together with the required fee to the Race Director at an earlier date. B. Lane Drawing 1. The drawing of lanes will take place after the receipt of entries for all events.. Only clubs who have made proper entry and paid the entry fees will be permitted to draw lanes for any particular race. The Race Director will appoint a person to draw lanes for any club properly entered but unable to be represented at the drawing.. The lanes to be used will be consecutive and commence with Lane 1. The total number of lanes drawn will equal the number of entries. Lane 1 will be shoreward for courses parallel to shore, and the left hand lane looking seaward for courses running generally perpendicular to the shore. For ¼ mile races, if there is one more entry than the available lanes can accommodate, there can be an addition of a lane 0 on the inside of the course for parallel courses or an addition of a lane on the right side of the course for in and out courses.. Club representatives will be seated in alphabetical order of clubs. Only one club representative will be allowed to draw lanes.. A container with numbered pills corresponding to the number of entries in each event will be passed around to all the clubs entered in that event. The Race Director or designated representative will be responsible for having the correct number of pills in the container for each event to be drawn.. The opportunity to draw first for each event will rotate alphabetically among the participating clubs until all events have been drawn.. In case of an error in drawing for any one particular event, everyone will return their pills and the draw for the event in error will be repeated, beginning with the same club that started the drawing for that event. The only exception will be when clubs that have not drawn a lane will not be affected by the error.. Pills that are pulled will be numbered one (1) through whatever number of entries there are for each event. The club that has the number one (1) pill will be able to select whichever lane it desires. The number two () pill may select whichever open lane it desires, and so on until the last pill is drawn for that event. OHCRA 01 Race Rules 1

26 Clubs whose lanes are selected by an appointee of the Race Director will abide by the lane selection made by the appointee.. Any club or clubs not represented for any reason at any one lane drawing will have until midnight after lane drawing has been completed to contact the Race Director or designated representative conducting the lane drawing. Those clubs will be able to select any open lanes left in an event that they wish to participate in. This rule applies only where the notification rules have been followed.. All lanes drawn by clubs will be final and no changes will be made. 1. During the period between the drawing of lanes and commencement of a regatta, if the actual site of the regatta is changed or the position of the course is shifted or altered from the respective locations understood at the time of the drawing of lanes, the Race Director will not permit the regatta to go on unless and until a new drawing of lanes has been conducted. 1. If an event that was to have heats has a known scratch since the original lane drawing, and the amount of lanes can now accommodate the number of entries, the lanes may be redrawn so as to avoid a second heat. The redrawing of lanes shall take place no later than races prior to the redrawn event. C. Entries at Drawing of Lanes 1. Each club will be limited to one (1) entry per event.. There will be no unofficial entries allowed.. Each entry must be accompanied by the prescribed entry fee unless pre-payment has been made with the Race Director or the Treasurer. If a club has a credit balance with the Treasurer to cover the entry fee for any race, the Race Director will be so notified by the Treasurer prior to lane drawing.. Paddlers eligible to paddle the race will be those properly registered by submitting OHCRA Form 0 and OHCRA Form 00 at the drawing of lanes. D. Entries Outnumbering Lanes 1. When entries outnumber lanes, there will be two heats of approximately equal number of clubs.. In events having an unequal number of entries, the first heat will have the larger number of entries.. Clubs will be divided between heats by draw.. After the first regatta of the season, clubs will be seeded into heats based on their times in the previous flat water regatta. Clubs not participating in the previous regatta will be seeded after participating clubs, and in order of random draw should more than one club be involved.. The best times of both races will determine the order of finish. OHCRA 01 Race Rules 1

27 E. Exhibition Races 1. The sponsor of any regatta may hold an exhibition event 1/-mile long, with a minimum of two () entries.. Any additional event, or distance longer than 1/-mile must have approval of the OHCRA Board of Directors. F. Entries on Race Day 1. For identification purposes, the final entry list will be known as OHCRA Form 00.. The final entry list (OHCRA Form 00) for each race, commencing with Event : Girls 1 yrs and under, must be submitted to the race officials no later than two () races prior to the start of the applicable race.. This entry list will contain only six () names and these names must appear on OHCRA Form 0, and OHCRA Form 00.. A paddler so listed may be eligible to paddle in a higher classification providing all the specifications of eligibility as set forth in these rules have been met. Once a paddler has paddled in a higher classification, this will become his or her classification. a. When the entry list is submitted, step-ups should be indicated with a note in parentheses (STEP-UP). b. A club failing to indicate a step-up on OHCRA Form 00 may be liable for a $1.00 fine for each name not so identified.. The persons who actually paddle the race must be those whose names appear on the entry list.. Failure to follow the procedures as outlined will result in disqualification of the crew. G. Late Entries 1. To allow clubs more flexibility, acceptance of a late entry (after lane drawing) may be permitted for lanes. A late fee will be assessed.. A late entry fee for open lanes will be $1.00 per lane in addition to the regular fee assessed at lane drawing. H. Scratches 1. A scratch is a withdrawal from a race that a lane has been drawn for whether or not the crew list has been submitted.. If a crew will not be showing up to the starting line the club must notify the race committee that they intend to scratch. A club can scratch a crew up to the yellow flag designating the minute warning prior to the race they intend to scratch. OHCRA 01 Race Rules 1

28 1 1 1 ARTICLE VII: Fees A. Entrance Fees 1. Each club participating in an OHCRA-sanctioned event will be subject to an entrance fee for each paddler entered, which the Board of Directors may establish at the annual meeting each year. The club sponsoring the event will pay half the entrance fee.. This fee will be payable at the drawing of lanes as stipulated in the provisions of Article VI of these race rules. Once accepted, this fee will not be refunded. OHCRA 01 Race Rules 1

29 ARTICLE VIII: Race Officials A. Race Director 1. It will be the duty of the Race Director to preside at and supervise the regatta officials at all canoe races scheduled by the Association for the season wherein member clubs participate, to ensure that such races are duly conducted in accordance with the Race Rules and By-Laws of OHCRA, and to render decisions as soon as possible.. The decisions of the Race Director on matters under his or her cognizance will be binding and final; however, decisions of the race relative to interpretation of the By-Laws and the Race Rules may be appealed to the Board of Directors.. The Race Director will conduct the drawing of lanes for all scheduled regattas and inspect the equipment when required.. The Race Director will be responsible for the briefing of all officials and for providing each with copies of the Race Rules prior to the first regatta of the season.. The Race Director will have transportation provided by OHCRA to any HCRA championship regatta held on a neighboring island. B. Regatta Officials 1. The following officials will be appointed by the Race Director to serve at all races, subject to the approval of the Board of Directors: a. At least two (), and not more than five () inspectors. b. Seven () judges to determine the order of finish. c. At least one (1), and not more than four () timers. d. One (1) starter, and not more than two () assistants. e. One (1) announcer. f. One (1) recorder and five () assistants. g. At least () water officials, two () per official boat.. The name of persons appointed by the Race Director to serve as regatta officials must be submitted to the Board of Directors for approval no later than the meeting immediately preceding the first regatta. (the May OHCRA Board meeting) C. Official Uniform The Race Director will designate the attire to be worn by all the officials in order to distinguish them from others. OHCRA 01 Race Rules 1

30 D. Official Equipment At least two (), but not more than four () suitable power boats will be available for regatta officials conducting the start and/or observance of the race. OHCRA 01 Race Rules 1

31 ARTICLE IX: EQUIPMENT A. Koa Canoe Specifications 1. Refer to "Illustration of Hawaiian Koa Racing Canoe Hulls In Present Day Use, C-1, HCRA.. The hull of the canoe will have originated from a koa log.. Minimum weight of koa hulls constructed prior to August 1, 1 will be no less than 0 pounds. Minimum weight of hulls build after August 1, 1 will be no less than pounds.. The canoe's racing weight will be no less than 00 pounds. For purposes of weight determination, the word "canoe" does not include ama, ʻiako and tying cord, but does include the hull and permanent fixtures such the manu, gunwales, wae, seats, ribs, patches, fiberglass and lead weights required to bring the total canoe weight to at least 00 pounds.. Lead weights added to bring the racing weight up to 00 pounds must be evenly distributed and permanently affixed to the canoe by means of metal screws at such location, or locations to allow for ease of inspection by race officials at any time during a regatta or race.. Canoes will be weighed by the Race Director each year before the canoe is eligible to participate in a regatta or race. At any time during the year, at the discretion of the Race Director, canoes may be reweighed.. Except as provided herein, all patches (including ribbing) installed in the hull of any koa canoe will be made of koa wood. The exceptions to this rule are as follows: a. Non-koa patches which were installed prior to the canoe weighing at the first regatta of 1, and reported in writing to the Race Director as to type of material, size and location in the canoe hull. b. Non-koa patches which are installed after the canoe weighing at the first regatta of any year and replaced by koa patch prior to use of that canoe in a regatta in any following year.. Fixtures of the canoe such as manu, wae, seats, and gunwales are to be made of wood. Manu and gunwales may be covered by any fibrous material. Manu may be constructed of wood veneer.. The ama and ʻiako will be fashioned from only Hawaiian woods including but not limited to: wiliwili, hau, milo, ʻohia, oheohe and koa. No fins, keels or other devices will be allowed. The ama and ʻiako will be of traditional Hawaiian canoe design. ʻIako can be formed by either shaping of a whole branch of preceding Hawaiian woods or by laminating layers of cut planks. ʻIako can be coated with a non fibrous material such as oil, epoxy, varnish or paint. OHCRA 01 Race Rules 0

32 An unpainted ama made from Hawaiian wood that is to be painted must first, before painting, be reported to the Race Director and the Canoe Specification and Equipment Committee (CSEC) so that the ama can be checked before painting by a member of the CSEC who will make a permanent record of the wood type. The person performing the inspection shall mark or id the ama so that it is distinguishable from an uninspected ama. Violation of this section by a club can result, at the discretion of the Race Rules Committee, in a penalty such as disqualification of the canoe.. At the discretion of the Race Director, any painted or colored ama attached to a koa canoe during a sanctioned race or regatta may be subjected to a test to determine the nature of the wood or interior. This "proof check" will be made at OHCRA expense. 1. No covering on the top of the canoe to prevent swamping will be permitted in any regatta. 1. Any koa canoe that is being extended, altered, modified, enlarged, patched, or repaired shall be reported in writing to the Canoe Specifications and Equipment Committee (CSEC) chairperson. A fine of up to $1,000 may be imposed if a club is in violation of this rule. B. Modern Canoe Construction of Hawaiian Design 1. The hull of the canoe may be constructed from any or all types of material to include fiberglass, foam, metal, wood, etc. It must be of traditional Hawaiian design. Minimum weight of hulls constructed prior to August 1, 1 will be no less than 0 pounds. Minimum weight of hulls build after August 1, 1 will be no less than pounds.. The canoe racing weight will be no less than 00 pounds. For purposes of weight determination, the word "canoe" does not include ama, ʻiako and tying cord, but does include the hull and permanent fixtures such the manu, gunwales, wae, seats, ribs, patches, fiberglass and lead weights required to bring the total canoe weight to at least 00 pounds.. Lead weights added to bring the weight up to 00 pounds must be evenly distributed and permanently affixed to the canoe by means of metal screws at such location, or locations, to allow for ease of inspection by race officials at any time during a regatta or race.. Canoes will be weighed by the Race Director each year before the canoe is eligible to participate in a regatta or race. At any time during the year, at the discretion of the Race Director, canoes may be reweighed.. Floatation compartments must be located at the bow and stern manu only. This rule will not apply to canoes registered prior to January 1, 10.. Ama and ʻiako may be fashioned from any type of material, and must be of traditional Hawaiian design. No fins, keels, or other devices will be allowed. OHCRA 01 Race Rules 1

33 No covering on the top of the canoe to prevent swamping will be permitted in any regatta.. Any fiberglass molded canoe will be exempt from water-lining procedures provided that there have been canoes made from the same mold, all of which have passed the water-lining procedures. Any new mold shall be reported in writing to the Canoe Specifications and Equipment Committee (CSEC) chairperson. In the event of multiple molds of the exact same design plug, they will also be reported to the CSEC committee chairperson in writing for determination of water-lining procedures. A fine of up to $1,000 may be imposed if a club is in violation of this rule. C. Open Class Division 1. The canoe will be a single canoe hull, rigged with a single ama and double ʻiako separated by a least one seat.. The hull of the canoe may be constructed from any or all types of material.. There must be no mechanical devices or additional attachments for bailing, power, or steering.. The canoe must have positive buoyancy with compartments located only at the bow and stern of the canoe.. Only single paddle blades must be used and there must be six () paddlers in a canoe. D. Paddle Specifications Paddles must be single bladed and shaped of wood only. However, the paddle used for racing may have a protective or supportive (strengthening) covering which may be fiberous, kevlar, carbon fiber, etc. The paddle may have an edging or prosthesis for protection on the bottom or sides. The paddle may have laminated (horizontally or vertically) synthetic materials (kevlar, etc.) for strength and support. Extra paddles may be carried in each canoe during a race. E. Miscellaneous 1. Canoes, equipment, etc., not meeting the specifications will not be permitted in OHCRA races, and the ruling of the Race Rules Committee on this matter will be final.. Any crew using unspecified equipment during a race will be disqualified.. The Race Director may conduct inspections of equipment at any time.. During a sanctioned race or regatta, each club is fully responsible for its own property damage.. It is recommended that all member clubs carry a minimum $00,000 liability insurance policy. 34 All koa canoes used in OHCRA regattas must be paddled only by registered paddlers of the club which owns (or leases) the canoe. EXCEPTION: If a canoe is damaged during a regatta, a club may borrow another club's canoe for use during that particular regatta only. The Race Director must be notified prior to such use.. Clubs leasing canoes during the paddling season must provide a signed copy of a lease agreement to the Race Director at the scheduled weigh-in time prior to the start of the season.. All canoes entered in any OHCRA sanctioned event during the regatta and distance seasons (excluding preseason and post season) shall have their ama to ʻiako and ʻiako to hull attached rigged with multiple cord lashings, no quick straps.. Cameras can be used in or on the canoe during distance races. Cameras will not be allowed in or on canoes during flat course or surf course regatta races. F. OHCRA Canoe Number Assignment 1. Koa canoe number assignments are shown in the current list of OHCRA member clubs found in the introduction to these rules.. The number will be displayed on both sides of the bow. It will be no smaller than six () inches in height and will be at least a one (1) inch stroke, and be of contrasting color to the canoe. a. Additional koa canoes belonging to member clubs will use the same koa canoe number followed by an upper case letter of the alphabet from A to Z. b.
